D. What is the relation of COEMIS with the Agency Records Custodial Information System (ARCIS)?

  • ARCIS acts as the repository of agency source documents or references by the audit team in the performance of its functions before arriving at an audit decision. The agency documents uploaded in the ARCIS would enable the audit teams to access the system to conduct remote audits. Meanwhile, the COEMIS is a monitoring tool for final and executory decisions based on manually issued COEs.
  • In the future, once the ARCIS is fully operational, the audit teams could use the ARDIS for their live database of audit actions or, if not feasible, continue with the manual system of issuance of the NS/ND/NC/NFD/COE pursuant to the 2009 RRSA. The ARCIS, ARDIS and COEMIS are systems envisioned for linkage or merging in future interoperability.
