C. What is the relation of COEMIS with the Audit Related Data Information System (ARDIS)?
- The COEMIS and the ARDIS are parallel systems for monitoring final and executory decisions. The COEMIS pertains to final and executory decisions involving the manual issuance of NS/ND/NC/NFD/COE/ NSSDC/Decisions, pursuant to the 2009 RRSA.
- The ARDIS starts from the audit of transactions and logs the issuance of the Audit Observation Memorandum (AOM) into the system. The ARDIS is a live database that prompts the date when the NS/ND/NC/NFD/COE should be issued, pursuant to the timelines under the 2009 RRSA. The implementation of the ARDIS for use of all audit teams started in 2017.
- If the Audit Teams and the Directors are already using the ARDIS starting 2017 with the NFDs and COEs properly issued under the system, then the COEMIS should cover only final and executory COA decisions issued prior to the use of the ARDIS.
- However, if the Audit Teams and the Directors are not yet using, or partially using the ARDIS but the NFDs and the COEs are issued manually for final and executory decisions, then these COEs should be included in the COEMIS until the ARDIS has been fully and completely used and runs parallel with the COEMIS.
- Eventually, if the ARDIS is fully operational in the future at the levels of the Auditors and the Directors, the COEMIS would only focus on the monitoring of final and executory decisions of the Commission Proper and the Supreme Court. This would pave the way for the interoperability of both systems, linked together to produce the desired results.
- Moreover, ARDIS Account Users are automatically granted access to the COEMIS with the same credentials, i.e., username and password.
- As to its difference, the COEMIS has a prompting mechanism to check whether the encoded data are correct before saving; while the ARDIS prompts the encoder the missing information/entry, or when the NS/ND/ ND/NFD/COE needs to be issued.
