It is an automated system developed by the Information and Technology Office (ITO) and the Prosecution and Litigation Office (PLO) as an initiative under Goal B.3.a of the Revised COA Strategic Plan 2016- 2022. The goal statement for Goal B is to “Enhance the Discharge of Adjudication and Investigatory Functions” of COA. The objective of Goal B.3 is to “Strengthen the enforcement and monitoring of decisions on audit disallowances and charges.”
COA Resolution No. 2020-020 dated March 12, 2020 formally adopts and institutionalizes the COEMIS at all levels of adjudication in COA. COA Memorandum No. 2020-016 dated October 8, 2020 provides Guidelines on the Installation, Utilization, and Maintenance of the COEMIS.
